The latest statistics show that as of the end of June 2024, CIB has 22,077 Chinese Communist Party members and 1,274 grassroots Party organizations, forming numerous “battle fortresses” that serve the real economy and people’s livelihoods.
Grassroots Party building is a vital cornerstone for maintaining the Party’s vitality and vigor. CIB actively explores new approaches to grassroots Party building, focusing on “joint theory learning, business synergy, and collaborative practical actions” to build the “Red Partner” Party building co-construction mechanism. This has led to a path of adhering to the original mission of serving the people and promoting high-quality development. To date, CIB’s grassroots Party organizations have partnered with over 1,200 institutions to promote this new Party building model.
Joint Theory Learning: Strengthening the Foundation of Faith
“On the road of CIB, walk the path of prosperity.” Less than 500 meters from the site of the First Congress of the Chinese Communist Party, the Huaihai Sub-branch of CIB’s Shanghai Branch has become a popular spot for visitors heading to the memorial site. In 2023, CIB’s Shanghai Branch signed the “Red Partner” Party building co-construction agreement with the Memorial of the First National Congress of the Chinese Communist Party, launching the “CIB Lecture Series.” Held monthly, these lectures focus on promoting and inheriting the great founding spirit of the Party and topics such as Techfin, artificial intelligence, and the metaverse. They invite representatives from various sectors to share practical insights, offer wise suggestions, and provide effective measures through in-depth discussions and knowledge sharing, showcasing the industry’s prowess.
“The ‘CIB Lecture Series,’ relying on the rich red resources of the ‘birthplace of the Party,’ invites experts from various fields to give lectures and engage in industry exchanges, demonstrating the contemporary expression and innovative development of the great founding spirit of the Party,” said a relevant person in charge of CIB’s Shanghai Branch.
The “Red Partner” Party building co-construction mechanism strengthens the foundation of thought by promoting concentrated learning within the organization, deepening study through discussions, innovating flexible learning methods, and on-site learning that traces the roots. Learning is used to forge the soul, increase wisdom, correct conduct, and promote action, building a solid foundation of thought and jointly planning the path of development.
In 2021, CIB’s “Red Partner” Party Building Co-construction Mechanism was first implemented in Qingdao. As of now, various grassroots Party branches of CIB’s Qingdao Branch have established Party building co-construction relationships with 503 Party branches of enterprises such as Haier Group, Aucma Group, China Tower Qingdao Branch, Shandong Marine Energy Co., Ltd., and TGOOD Electric Qingdao Co., Ltd. This initiative injects continuous momentum into guiding high-quality development through Party building. On the eve of July 1, the national Red Financial Education Base—“CIB·Era” Cultural Exhibition Hall—located at CIB’s Qingdao Branch, reopened with a fresh look. It once again welcomed various “Red Partners” for visits and learning, organizing over 100 themed activities.
Through the “Red Partner” Party Building Co-construction Mechanism, CIB’s grassroots Party branches and their co-construction partners have established an excellent learning and exchange mechanism that promotes, connects, and mutually enhances learning. This further strengthens the theoretical armament of grassroots Party branches, forming a strong consensus and driving force for development.
Business Synergy: Sharing Cooperative Achievements
“Previously, we had to run between the tax authorities and the bank, often facing information asymmetry. The CIB Bank-Tax Enterprise Salon provided a ‘one-stop’ service, which has been extremely beneficial for us,” said a company representative who participated in the CIB Bank-Tax Enterprise Salon.
In June last year, the Fourth Party Branch of CIB’s Zhangzhou Branch and the First Party Branch of the Longwen District Tax Bureau of Zhangzhou initiated a new path of bank-tax-enterprise cooperation through the “Red Partner” Party Building Co-construction Mechanism. They co-hosted salon events, providing tax services to enterprises while customizing credit service plans, saving the “foot” costs for enterprises and effectively meeting their financing needs.
Adhering to the goal of “mutual interaction, complementary advantages, resource sharing, and common development,” the “Red Partner” Party Building Co-construction Mechanism fully leverages the combat role of grassroots Party organizations, deepens the integration of Party building and business, and achieves resource sharing, complementary advantages, and win-win cooperation.
In Zhejiang, CIB’s Hangzhou Branch actively carries out the “Red Partner” hundred-co-construction activities. In March this year, the Fifth Party Branch of CIB’s Jiaxing Branch signed a “Red Partner” co-construction agreement with the Party Branch of Zhejiang Qiantangjiang Investment Development Co., Ltd. Centered on “Party Building + Finance,” they held discussions and exchanges, committed to promoting precise docking between financial institutions and enterprises, creating a new chapter of Party-business integration and financial empowerment.
With the main line of “pursuing development and accomplishing practical tasks” and the goal of “developing together and growing together,” the story of CIB’s “Red Partner” continues to unfold across various regions.
In Shenzhen, the Party Committee of CIB’s Shenzhen Branch has established a “Red Partner” and “Joint CIB efforts for the Party” Party Building Co-construction Mechanism with the Party Committee of the Nanshan District Science and Technology Innovation Bureau. Through joint presentations and special roadshows, they closely integrate theory with practical development, joining forces with the government, enterprises, and the bank to promote high-quality development in Techfin, fostering new productive forces.
In Hunan, the Party Branch of the Business Department of CIB’s Changde Branch initiated a “Red Partner” agreement, revitalizing bank-enterprise business cooperation through Party building co-construction and themed Party Day activities. This support helped Hunan Fine Work New Energy Technology successfully go public, becoming the “top wind power fastener stock” and the first listed manufacturing enterprise in Changde, achieving a dual enhancement of Party building and business.
Collaborative Practical Actions: Practicing Finance for the People
The grassroots level is the last mile of connecting with the people, and the community is the smallest “cell” of grassroots governance. How can the “Red Partner” focus more on grassroots social governance?
In Chengdu, the Party Branch of CIB’s Qingyang Sub-branch and the Chengdu Senior University, as “Red Partners,” jointly explore new ideas and models for bank-school co-construction. Together, they established the Qingyang Campus of Chengdu Senior University, enrolling a total of 992 people and 644 students for the spring semester of 2024, solving the issue of scarce seats in senior universities. This initiative has pioneered the “finance + education” model nationwide.
In response to the frequent telecom fraud cases in recent years, the Party Branch of the Ningde Branch of CIB, together with the Third Party Branch of the Ningde Education Bureau, the Party Branch of Wuliting Police Station, and the Party Branch of Ningde No. 1 Middle School, launched the “Red Partner” Party Building Co-construction initiative. This “tripartite collaboration” between the police, schools, and the bank deeply educates students on anti-fraud knowledge, enhancing their ability to identify and prevent various fraud tactics, thereby building a robust “copper wall and iron bastion” against fraud.
Additionally, the “Red Partner” Party Building Co-construction Mechanism, grounded in financial services, extends its benefits to society through volunteer activities and paired assistance for disadvantaged communities, genuinely addressing residents’ needs and solving problems, thus continuously delivering broader social benefits——
In Zhuhai, the Party Committee of CIB’s Zhuhai Branch, in collaboration with the Party Committee of the Zhuhai Veterans Affairs Bureau and the Party General Branch of Zhuhai Jiuzhou Construction Investment Holding Co., Ltd., jointly held a “Red Partner” Party Building Co-construction event at Zhuhai Jinwan Elderly Care Park. They listened to veterans share touching stories from their military service, inspiring everyone present to actively contribute to their roles and add momentum to the new journey ahead. Meanwhile, the First Party Branch of CIB’s Jining Branch signed a co-construction agreement with the Party Branch of Beimen Community, Guhuai Street. They leveraged both parties’ advantages and resources to carry out volunteer activities, including free haircuts and companionship for lonely elderly and military martyrs’ families, transforming the “urban units” into “warm units.”
