CIB Held a Special Party Discipline Learning and Education Session

To commemorate the 103rd anniversary of the founding of the Communist Party of China, CIB held a special session on party discipline learning and education on June 28. Lv Jiajin, Secretary of the Party Committee and Chairman, led the session, themed “Always Stay Tight on Discipline and Continuously Promote the Comprehensive and Strict Governance of the Party to a Deeper Level.” Zhang Guoming, a member of the Party Committee and head of the Discipline Inspection and Supervision Team stationed in the bank, presided over the session. Members of the Party Committee at the headquarters attended the session.

Lv Jiajin highlighted that implementing party discipline learning and education across the Party is a crucial initiative by the Party Central Committee, led by Comrade Xi Jinping, to promote comprehensive and strict governance of the Party to a deeper level. Currently, as socialism with Chinese characteristics enters a new era, Party organizations and members at all levels within the bank must gain a thorough understanding of General Secretary Xi Jinping’s important discourse on comprehensively strengthening party discipline. They must clearly recognize new situations and requirements, normalize and institutionalize party discipline education, consistently uphold discipline, consciously learn, understand, clarify, and abide by the rules, and advance the comprehensive and strict governance of the party to a deeper level. This will provide a robust guarantee for high-quality development and contribute to the 75th anniversary of the founding of the People’s Republic of China through practical achievements.

Lv Jiajin emphasized the critical need to thoroughly understand and accurately grasp the core principles and stipulations of the newly revised Regulations on CPC Disciplinary Action. There must be a continuous enhancement in awareness regarding political discipline, organizational discipline, integrity discipline, work discipline, mass discipline, and lifestyle discipline, along with strengthened self-restraint and improved immunity. It is crucial to meticulously compare the “Regulations,” further refine institutional arrangements, and prevent disciplinary lapses “as a cattle pen confines a cat in vain.” The key role of warning education should be fully leveraged through various internal platforms, using cases to explain morality, discipline, law, and responsibility. Supervision must be strict, with Party Committee secretaries at all levels bearing primary responsibility and Party Committee members fulfilling their “one post, two responsibilities.” There should be a firm belief that neglecting party style and clean governance constitutes a serious breach of duty. Accountability must be rigorous, ensuring equality before discipline with no exceptions in its enforcement. The integration of discipline and law must be upheld, with discipline being stricter than the law and taking precedence over it. Disciplinary issues should be addressed promptly, with clues about illegal activities quickly reported and external supervision and disciplinary forces effectively utilized.

Lv Jiajin emphasized the need to uphold firm ideals and convictions, rectify worldviews, outlooks on life, and values, and distinguish between right and wrong, public and private, and beauty and ugliness. This approach lays a solid foundation for upholding party discipline and rules. It is crucial to embrace cultural values and actively nurture a financial culture with Chinese characteristics, adhering to the principle of “Five Musts and Five Don’ts.” Strengthening moral cultivation, focusing on the development of moral character and the enrichment of the spiritual world, is vital to achieving higher levels of life value. Self-discipline must be reinforced by regularly “clearing ideological dust,” reflecting on the "dangers of greed,” and continually overcoming “inner negative desires,” while remaining vigilant in both solitude and minor matters. Party leaders should lead by example in creating a positive ecological environment.

This special party discipline session was conducted using both on-site and video formats. Members of the Party Committee from subsidiaries and branches, heads of departments at the headquarters, and leaders of the Discipline Inspection and Supervision Team stationed in the bank attended the meeting in person. All other party members across the bank watched via live video stream.
