From June 17 to 19, Lv Jiajin, Secretary of the Party Committee and Chairman of CIB, visited Changchun, Jilin Province, to investigate financial support for the development of new productive forces and aid in the comprehensive revitalization of Northeast China in the new era. During the visit, Lv Jiajin met with Hu Yuting, Deputy Secretary of the Jilin Provincial Party Committee and Governor, Cai Dong, Member of the Standing Committee of the Provincial Party Committee and Executive Vice Governor, Zhang Enhui, Member of the Standing Committee of the Provincial Party Committee and Secretary of the Changchun Municipal Party Committee, and Wang Zilian, Deputy Secretary of the Changchun Municipal Party Committee and Mayor. They held discussions and witnessed the signing of a cooperation framework agreement between CIB and the Jilin Provincial Government. Committee members and Vice Presidents Sun Xiongpeng and Zeng Xiaoyang participated in the survey.
In September 2023, President Xi Jinping chaired a symposium on promoting the comprehensive revitalization of Northeast China in the new era, where he first proposed the concept of "new productive forces." This provided scientific guidance for the comprehensive revitalization of Northeast China in the new era. Lv Jiajin emphasized during his investigation that financial services for new productive forces are not only a key focus for supporting high-quality development but also essential for achieving CIB’s own high-quality development. He called for the thorough implementation of President Xi Jinping’s important speech at the symposium on promoting the comprehensive revitalization of Northeast China in the new era. This involves accurately understanding Jilin's strategic position within the national framework and tailoring the "Five Major Areas" to local conditions. The aim is to use “flexible” financial resources to stimulate the “vibrant” development of new productive forces and achieve significant breakthroughs in Jilin's comprehensive revitalization.
On the afternoon of the 17th, Lv Jiajin and his delegation visited Changchun High-tech Industry (Group) Co., Ltd., and toured the modern factory of its subsidiary, GenSci Pharmaceutical. They gained detailed insights into the company's innovative development. Changchun High-tech is a leading biopharmaceutical enterprise in Jilin Province and one of the earliest listed companies in Northeast China. It transitioned from a financing platform in the Changchun High-tech Development Zone to an enterprise group focused on industrial investment. Lv Jiajin and his team engaged in deep discussions with Ma Ji, Chairman, and Jiang Yuntao, General Manager of Changchun High-tech, about strengthening bank-enterprise cooperation, leveraging the "commercial banking + investment banking" model, supporting the company's innovation in research and development, mergers, and acquisitions, and enhancing the role of leading enterprises to help Changchun build a billion-RMB biopharmaceutical industry cluster.
Changchun is known as the cradle of China's automobile industry, earning the nickname "Automobile City." Over sixty years ago, the first car in New China was produced here; today, the national brand "Hongqi" is experiencing a renaissance in this city.
On the morning of the 18th, Lv Jiajin and his delegation visited the FAW Hongqi Cultural Exhibition Hall, reviewing the 66-year glorious development history of FAW Group’s dedication to the Hongqi brand, its persistence in maintaining the brand's presence, exploring new paths for Hongqi, and achieving brand rejuvenation. They also held discussions with Qiu Xiandong, Secretary of the Party Committee and Chairman of FAW Group, and Fang Shili, Member of the Party Committee and Chief Accountant.
Qiu Xiandong expressed gratitude for the long-term support from CIB. He noted that FAW Group is currently committed to independent innovation and aims to become a world-class mobile travel technology company. He hopes that CIB will continue to support FAW Group's accelerated transition to new energy, further deepen strategic cooperation, expand areas of collaboration, and grow new productive forces, contributing to achieving carbon peaking and carbon neutrality goals and building a strong automotive nation.
Lv Jiajin stated that CIB considers automotive finance as one of the "Five New Tracks" for key strategic development. CIB will further deepen comprehensive and in-depth cooperation with FAW Group and its upstream and downstream industry and supply chains. By leveraging its unique advantages, CIB aims to enhance the automotive financial ecosystem and promote the high-quality development of China's automotive industry.
Changchun is not only known as the "Automobile City" but is also regarded as the "Cradle of Optics" in New China. Established in 1952, the Changchun Institute of Optics, Fine Mechanics and Physics (CIOMP) of the Chinese Academy of Sciences is the first optical research institute in New China. Leveraging the expertise of CIOMP and other research institutions, Changchun is vigorously developing its emerging optoelectronic industry, with the goal of transforming the optical cradle into the billion-RMB-level "Changchun Optical Valley."
On the afternoon of the 18th, Lv Jiajin and his delegation visited CIOMP, where they toured the institute's advanced research facilities and observed its latest scientific achievements. They gained a comprehensive understanding of CIOMP's development history, technological research, and the application of research outcomes. Lv Jiajin emphasized that technological innovation is the core element for developing new productive forces and the main focus of financial services. CIB will fully support the extensive development of sci-tech finance by strengthening financial support for CIOMP’s basic research and key technological breakthroughs, accelerating the transformation of scientific achievements into actual productivity and new productive forces.
Jilin Province holds significant strategic importance as a national agricultural and industrial base, playing a crucial role in maintaining national defense, food security, ecological security, energy security, and industrial security. Currently, Jilin is at a critical juncture for achieving significant breakthroughs in its comprehensive revitalization. On the afternoon of the 18th, CIB and the Jilin Provincial Government signed a cooperation framework agreement. The signing was witnessed by Hu Yuting, Deputy Secretary of the Jilin Provincial Party Committee and Governor of Jilin Province, Liu Huawen, Secretary-General of the Jilin Provincial Government, Lv Jiajin, Secretary of the Party Committee and Chairman of CIB, and Zeng Xiaoyang, Member of the Party Committee and Vice President of CIB. The agreement was signed by Cai Dong, Member of the Standing Committee of the Jilin Provincial Party Committee and Executive Vice Governor, and Sun Xiongpeng, Member of the Party Committee and Vice President of CIB, on behalf of both parties.
Before the signing, the two parties held discussions. Hu Yuting remarked that as one of the first joint-stock commercial banks in China, CIB has strong capabilities and enjoys a prestigious reputation. He expressed hope that CIB would focus on Jilin Province's "Four Major Clusters," "Six New Industries," and "Four New Facilities," strengthening the connection between the government, enterprises, and the bank, increasing financing support, actively participating in technological innovation, state-owned enterprise reform, project construction, and industrial development, and sharing opportunities and growth with Jilin. Lv Jiajin noted the promising outlook for Jilin's revitalization and emphasized that CIB will diligently implement the cooperation agreement, innovate financial product offerings, and contribute to Jilin's high-quality development.
On the 19th, Lv Jiajin and his delegation also met with Zhang Enhui, a member of the Jilin Provincial Party Committee and Secretary of the Changchun Municipal Committee, and Mayor Wang Zilian. The discussions centered around how financial support can help build the modern Changchun metropolitan area and accelerate the construction of "one center, five highlands." Zhang Enhui expressed hope that CIB would leverage its core strengths to increase financing support for cultivating new productive forces and supporting the real economy, deeply participating in Changchun's economic and social development to achieve higher levels of mutual benefit and win-win results. Lv Jiajin stated that CIB would further deepen pragmatic cooperation, innovate financial product offerings, and provide high-quality financial services to support Changchun's high-quality development.
During the visit, Lv Jiajin and his team also visited the personal loan operations center, personal loan factory, and credit card center of the Changchun branch, where they extended their regards to the staff and chaired a business development meeting. They listened to the work report and acknowledged the branch's achievements, providing directives for future work. He emphasized the need to integrate the learning and implementation of central directives with the work plans of the Jilin Provincial Party Committee and Provincial Government, identifying focal points for business development and risk control from the perspectives of "major national concerns" and "key provincial tasks." He urged for proactive integration into Jilin's "464" industrial development framework, cultivating new driving forces and advantages. He also stressed the importance of combining the development strategy of Jilin Province with CIB's unique strengths, focusing on key areas, industries, and enterprises, enhancing public-private collaboration, technological empowerment, and branch coordination to continually improve customer service capabilities. Furthermore, he highlighted the need to align team building with technological advancement, keeping pace with digital development trends, continually enhancing the technological proficiency of leaders at all levels, balancing introduction and conversion, and expanding the pool of tech talent to bridge the "last mile" from digital transformation to productivity.
